It is impossible to press him to stay as at his age it is doubtful whether he can stand the strain of continuous over- work much longer without breaking down. This means that the period of great stress of work will last throughout the whole of his tenure of office as Director of Public Works without being counterbalanced by any interval of comparative

ease.

Having regard to these facts, I am now of

opinion that Mr. Perkins has a good claim to receive

special consideration and I recommend that he should be allowed to draw the maximum salary of the post, £1500 a year as from the 1st of January of this year.

I do not suggest any alteration in the

sanctioned scale of salary as I think that owing to Mr. Perkins' exertions his successor will have a much easier

time.
